Teodoro read the note, which defended China's South China Sea claims, aloud during a Q&A session at the Seoul Defense Dialogue, slamming it as disrespectful. China’s foreign ministry dismissed the incident, urging Philippine officials to stop "stirring up trouble" and insisting its maritime position remains lawful. Beijing rejects a 2016 international court ruling that denies its sweeping territorial claims in the South China Sea.
