Export Rules Tighten for South Korean Memory Giants Samsung, SK Hynix in China

Samsung and SK Hynix must now obtain US licenses to receive American chipmaking equipment at their factories in China after the commerce department revoked earlier exemptions. Licenses may still be granted for existing facilities, but Washington says approvals will not cover upgrades or new projects. The move is part of efforts to curb China’s chip ambitions as Chinese firms race to localize supply, as the Wall Street Journal reports Alibaba has developed a homegrown AI chip.
