The bloc of 18 Pacific island nations allows regional stakeholders including the US, China and Japan to join as "dialogue" partners in certain discussions. Taiwan has traditionally attended as a development partner, a special status that allows it to hold meetings on the sidelines of the forum.

This year's forum will be held in Palau, one of Taiwan's diplomatic allies. Taiwan and all dialogue partners were blocked from last year's forum in the Solomon Islands, after China reportedly pressured the host country to exclude Taiwan.
