Chen made the comments at a health and sustainability forum in Palau. He encouraged Palau’s health care facilities to install solar power, battery storage and backup water systems so they can continue operating during emergencies. Chen now heads Taiwan’s top research institute, Academia Sinica. Palau is one of Taiwan’s 12 remaining diplomatic allies.

Chen said in a keynote speech that small islands nations were sentinels of global health resilience, often having to balance independent policy with reliance on better equipped countries. He encouraged Palau’s healthcare facilities to shore up crisis response by storing their own solar-generated energy and rainwater. Chen now serves as president of Taiwan’s top research institute, Academia Sinica. Palau is one of only 12 countries to maintain formal diplomatic ties with Taiwan.
