Tung Chee-hwa, Hong Kong's first leader after its 1997 handover from the UK to China, died Tuesday at age 89. Handpicked by Beijing, he oversaw the territory's transition to the "one country, two systems" framework and in 2003 pushed for national security legislation that triggered mass protests before being shelved; the bill was not passed until 2024.
