In 2023, the soldier, surnamed Tsai, accepted a bribe from a former servicemember to photograph the manual and pass it to Chinese intelligence personnel. The brigade that operates the missiles is one of Taiwan's key coastal defense units, and is currently participating in this year's Han Kuang exercises. Tsai can still appeal the ruling.
