While Taiwan may be known for earthquakes, the country is also prone to inclement weather, flash floods and typhoons... all of which can leave urban and rural communities isolated from emergency responders. That is where T-CERT volunteers – Taiwan Community Emergency Response Teams – come in to help. These are not official search and rescue teams but civilians who are trained to help provide mutual aid and self-rescue, ensuring their communities receive first-response aid even when emergency responders are occupied.
