The leaders of France and Germany are spearheading the latest diplomatic efforts to quell tensions at the Ukrainian border. As France's President Emmanuel Macron held marathon talks with Vladimir Putin in Moscow, the German chancellor headed to Washington. But as James Chater reports, a thick web of vested interests means diplomatic breakthroughs are proving hard to come by.
