Responsible for just five percent of the world’s marine vessel construction two decades ago, China now makes a majority of the world’s commercial vessels, many alongside naval vessels for its own People’s Liberation Army. Dual-use shipyards present national security and economic risks, as foreign investment flows into yards which are now used for PLA vessels.
