Canada’s capital Ottawa is under a state of emergency, after anti-vaccine protests paralyzed the city for a second consecutive weekend. Unrest was initially sparked by a federal vaccine mandate for truckers crossing the border with the U.S. But they soon became a vehicle for expressing broader dissatisfaction with pandemic restrictions — with demonstrations now taking place in cities across the country.
