Following the findings outlined in the report, and in accordance with the resolution and directive of the Public Television Service (PTS) Board on November 15, 2024, TaiwanPlus has initiated the most comprehensive reform since its establishment.
Key reforms included:
- Appointment of a new senior executive responsible for overseeing all news management processes.
- Restructuring of editorial and news-gathering workflows.
- Increasing the proportion of Taiwan-based talent.
- Strengthening professional training programs; and
- Establishment of the “Guidance for Broadcasting News to an International Audience,” ensuring that all content meets international standards while reflecting Taiwan’s perspectives.
These actions underscore TaiwanPlus’s firm commitment to reform and to the continuous improvement of news quality and professionalism.
Clarification on the Overseas Consultant and Editorial Direction
Regarding the overseas consultant mentioned in the report, TaiwanPlus acknowledges that the consultant’s extensive experience with CNN and Al Jazeera provided valuable insight into improving international readability of our news coverage.
However, TaiwanPlus also recognizes that editorial decisions must remain firmly aligned with Taiwan’s social context and public interest. Accordingly, the consultant’s contract was not renewed after its expiration in May 2025. All current editorial operations and decisions are now jointly made by local and international editors, under the unified direction of the Deputy CEO and Editor-in-Chief, Tsao Yu-Fen, ensuring editorial coherence and strategic alignment.
Since assuming office in June 2025, Deputy CEO and Editor-in-Chief Tsao Yu-Fen has implemented institutional improvements to both editorial processes and content production, emphasizing the integration of Taiwan’s viewpoints in international reporting. These standards are codified in the “Guidance for Broadcasting News to an International Audience,” which all newsroom staff are required to follow in accordance with TaiwanPlus’ mission and professional principles. This ensures all reporting remains fair, balanced, and of the highest professional quality.
Equal Opportunity and On-Air Representation
As an English-language platform representing Taiwan to the world, TaiwanPlus selects its on-air presenters based on clarity of communication and professional delivery, not accent or nationality.
Currently, 70% of anchors are Taiwan nationals, and multiple Taiwanese reporters have successfully passed on-air evaluations, confirming that no discrimination exists in the selection process.
Commitment to Taiwan’s Global Presence
Rooted in Taiwan, TaiwanPlus is dedicated to sharing Taiwan’s perspectives and its core values of freedom, democracy, and diversity with the global community.
The platform launched its mission to broadcast to English-speaking audiences and continues to expand across English-speaking markets in the Indo-Pacific, North America, and Europe, strengthening Taiwan’s global visibility through diverse content, international co-productions, and strategic overseas distribution.
As of October 31, 2025, international audiences accounted for 94% of total viewership, with the United States (47%), the Philippines (13%), and India (9%) being the top three markets.
Since its launch in 2022, TaiwanPlus’s viewership has grown significantly, with total views in 2024 increasing by 98.7% year-on-year and total watch hours rising by 95%. The platform has now surpassed 370 million total views and 1.45 million social media followers.
According to Chunghwa Telecom MOD data (October 2022–October 2025), TaiwanPlus ranks among the top three English-language news channels in Taiwan, behind only NHK World and CNN.
