Taiwan Vice President Bi-khim Hsiao delivered the keynote remarks to the Inter-Parliamentary Alliance on China (IPAC) annual summit in Brussels, while former president Tsai Ying-wen addressed the Berlin Freedom Conference. Both Taiwanese leaders used their historic speeches to urge unity among democratic countries against the shared threat of authoritarianism. This diplomatic offensive in Europe comes as Beijing has expanded its use of propaganda, lawfare and gray-zone tactics to isolate and intimidate Taipei and its partners.
