U.S., Japan, Philippines, Australia Boost Cooperation in South China Sea

The U.S., Japan, Philippines, and Australia recently conducted a joint naval exercise in the South China Sea. Shortly after, China's coast guard fired water cannons and damaged a Philippine vessel near Scarborough Shoal.
