A Chinese coast guard vessel has once again harassed a Philippine boat on its way to resupply troops stationed on Second Thomas Shoal in the South China Sea. The third such recent incident happened shortly after this year’s ASEAN summit in Indonesia, where the host country’s president told the 10-member bloc: “I promise you, if we are not able to manage differences, we will be destroyed.”
