Pollution and traffic chaos — that was the shocking scene Francine Houben encountered when she first visited Kaohsiung about two decades ago. Since then, she has designed the city’s ingenious multimodal transit hub and the iconic Weiwuying, the world’s largest single-roof performing arts venue.
